Carolyn StoneCarolyn Stone

Dr. Carolyn Stone has worked in education for 40 years. After working as a teacher for 13 years, she transitioned to student services as a school counselor and school psychologist in several elementary and high schools. She also served as a regional guidance coordinator for the Florida Department of Education and Supervisor of Guidance for Duval County Public Schools in the 1990s. Dr. Stone started as an Associate Professor at University of North Florida in 1995 and was later promoted to Assistant Professor and to her current position of Professor of Counselor Education.

Keynote Session: Let Your Advocacy Actions Define Your Role 

Carolyn's keynote address, Let Your Advocacy Actions Define Your Role, will show how school counselors are critically important to our nation’s future and must advocate for their ability to do their job without barriers and hindrances, indeed, our nation’s children are depending on it.  School counselors are key strategist and deliverers in the effort to close the information, opportunity and attainment gaps and cannot do this if they are saddled with time consuming tasks that do not use their specialized skills. This presentation gives school counselors strategies to position themselves in a powerful role to show how students are different and the gaps lessened when counselors are given autonomy to define their roles. Student success data will be shared from school counseling programs that have been given the freedom to deliver powerful strategies and how student success has forwarded the counselors’ cause to be autonomous in determining how they spend their time. 

Deirdra WilliamsDeirdra Williams

Deirdra is a graduate of NC State University (French Language and Literature) and NC Central University, where she received a Master of Arts in School Counseling. As a National Board Certified Teacher in K – 12 school counseling, she enjoys practicing school counseling at the secondary level so that she can help students prepare for and make a positive transition to post high school. She believes all students can learn and have something special to contribute to society. They just need the right resources and be willing to put forth a little effort.

Deirdra has been a professional school counselor in Wake County Public Schools for over 14 years. She has been able to advocate for school counseling and student achievement by actively using ASCA National Model documents to show evidence of a data driven and student centered school counseling program. During her tenure in the district, she has led two separate counseling teams to RAMP status, one receiving RAMP in just the school’s second year of existence. She currently serves as an ASCA RAMP reviewer and has traveled the state teaching and encouraging school counselors to use the ASCA National model to advocate for students and the profession.

David Richards

David Richards is a partner in the Austin, Texas school law firm Richards, Lindsay & Martin, LLP. The firm's practice is limited to the defense of school districts and special education cooperatives in matters arising under Section 504 and the IDEA. Mr. Richards is a frequent speaker on disability law issues at school districts and conferences throughout the country.


Pre-Conference Session: An Overview of Section 504   

New to Section 504 or want to understand a public school’s duties under the law? This session is for you. Veteran school lawyer David Richards will explain how 504 and IDEA fit together, and the importance of process-based compliance to satisfy the Office for Civil Rights. He’ll walk through the school’s duty to provide a Section 504 FAPE (from child find, through evaluation and eligibility, creation of the 504 Plan to re-evaluation) and the law’s nondiscrimination protections including manifestation determination and equal participation in extracurricular and nonacademic services.

Pre-Conference Session: Legal and Ethical Issues for School Counselors

The school environment poses competing interests between a student’s need for confidentiality and the legal rights of parents as established by the U.S. Supreme Court to be the guiding voice in their children’s lives and value-laden issues. Participants will develop an ethical decision-making framework for analyzing and resolving ethical issues through the application of ASCA ethical codes, case and statutory law, school board rules, and community standards. Topics of discussion will include confidentiality, minor’s rights to privacy, malpractice in academic advising, sexual harassment, sexually active minor clients, and more.
